Do not render swipe interactives in DCAR

We may want to consider not rendering swipe interactives in DCAR until the Android swipe left/right problem is fixed

Sorry if I'm stating the (unfeasible) obvious here but could we instead swipe swipe up down instead of left/right on interactives?

This issue was reported by central production on an iOS device recently. In the past the same issue has occured on Android, so it's safe to assume it's likely still happening on both platforms.

To support both swiping between articles and this swiping left/right for this interactive would require native changes on both platforms, and possibly some web changes also to indicate areas where the swiping between articles should be disabled.
