Implements AAT language-tag feature selection for both
mortandmorxchains using the font'sltagtable. Language matching follows HarfBuzz prefix semantics, including normalized BCP 47 subtags.Also refreshes the stale HarfBuzz conformance totals.
This is stacked on #451 because that PR introduces the shared
mort/morxchain compilation path.Validation:
