In https://git.haskell.org/ghc.git/commitdiff/77bb09270c70455bbd547470c4e995707d19f37d, Simon accidentally updated a bunch of submodule to previous versions.
Prevent this from happening again, by flagging a commit when it updates a submodule without referring to its name in the commit message.
