feat(durable-streams): add Reset method for durable streams

Description

Adds a reset method that makes it so that new subscriptions will by default start from that point onwards. This is primarily useful for cases in which the stream is explicitly linked to a workflow run that may retry. The workflow itself can call reset, making it so that resubscriptions get the messages from the most recent run, without having to keep track of the retry count.
