Move more links to main page

A number of useful pages are not directly accessible from the main page. We should look through the various links and see what else ought to be in the collection of links at the bottom of the main index page. One should not have to go splunking.

Alternately, if those links are primary of interest to a minority of users — power users, technologists, etc — we could create a separate "reference" or "about" page and move all of the "related web pages", help documents, and other similar links to there, so that the home page is more clearly focused on the use cases that 99.5% of users have come there for.
