Improve Simplified Chinese translation

Rebuilt on top of latest upstream dev. Only zh.json is touched:
- fix machine-translation errors (Actions->操作, Export->导出, Status->状态, Parent Panel->上级面板, Root->超级管理员, etc.)
- fix an inverted-meaning translation (Owner can not be deleted!)
- fill in previously empty translations
- dropped the previous Fink cleanup commit (fa/pt/ru deletions and project.inlang/settings.json language-tag changes)
