fix(codeowners): use login not display name for owner (#10)

- @htjulia is a display name, not a GitHub login; it resolves to no
  account (404), so CODEOWNERS was silently ignored (no auto review)
- the real login is @htcom-code (display name "htjulia", repo owner)
- correct owner to @htcom-code and add a note on login-vs-display-name
