Inits translation engine from hyprutils. Needs a new hyprutils release, and a nix flake bump @fufexan
Adds a few languages for a whopping 1 thing we show that we can localize. Desktop entries we could as well, but that's later.
Also adds
locale:overrideto the config with an obvious purpose.
