Target build issue on boards with HSE value 25000000 on INAV 9.1.0

this was compile on a H743 board with HSE Value 25000000 on INAV 9.1.0

Ran into this error with INAV 9.1.0 when compiling a Target board H743 with HSE Value 25000000

Cause of the issue with this addtion

INAV9.0.1 however works

can someone enlighten me on the changes.
