Release 1.0.0-beta.29

Gutenberg speed-ups:
- gverify --scope smoke (every surface at 1440, minutes) and --workers;
  only a full report is packaging evidence.
- One editor load per surface; one browser per worker thread; the original
  site's captures cached across reruns (--source-dir).
- compare-pages --from-captures composes the gate's own 1440 captures.
- The block plan's check pre-flights every proposal tree against the
  compiler's block schema (block-schema.json), so all violations show at
  once before upload; repeated findings of one kind per page are one finding.
- verify-static proves byte-identical pages by hash instead of rasterising.
- prerender-spa: a form whose empty submit navigates no longer crashes.
