docs: correct skill counts in dev-tree README - #80

The generated package README already reports 47 skills (24 workflow/mode + 23 principle-*); the hand-maintained dev-tree README still said 45 (24 + 21). Aligns it with pstack/.build-provenance.txt. Co-authored-by: Hermes <iap@users.noreply.github.com>

* chore: cut v0.4.4 (CHANGELOG release section) Opens the [0.4.4] section that release.yml extracts for the GitHub Release notes, keeps an empty [Unreleased] on top, and records the #80 docs fix under Fixed. The v0.4.4 tag is pushed on the merge commit, firing release.yml.
