Follow-up to the dist shim batch: the labeler resolves its
configuration-pathvia the API at the default-branch ref (verified live — the first shim run 404'd), so.github/labeler.ymlmust exist ondisttoo. Documents that in CONTRIBUTING's re-bootstrap list and records the labeler restore in the changelog.Verified end-to-end before this PR: probe PR #87 received its
documentationlabel from the dist shim; the scheduler stub dispatchesref=master; scanner gate + validate pass on the live dist tree (167 files / static+gold manifest+gold load PASS).
