### Fixed
- Labeler restored after the default-branch flip: `pull_request_target` fires only from the default branch, so it had silently stopped labeling PRs. `dist` now carries the labeler workflow **and** its config (the action resolves `configuration-path` via the API at the default-branch ref - the first shim run 404'd without it) plus the dependabot config (`target-branch: master`). Verified live: a probe PR received its labels again, and the drift-watcher stub dispatches `ref=master`.
- `labels-bootstrap` could never succeed: the job has no checkout, so its `gh label` calls failed with "not a git repository" (both recorded runs failed the same way). It now passes `GH_REPO` explicitly, so the ensure-labels recovery path works.
