• Bug fix (non-breaking change which fixes an issue): Fixes Getting Started page gives incorrect link to development wheels #7588

Motivation and Context

docs/CMakeLists.txt configures dev_wheels.in.rst and sycl.in.rst into dev_wheels.rst and sycl.rst, but only docker.in.rst and getting_started.in.rst are listed in exclude_patterns in docs/conf.py. So Sphinx also builds the raw templates. For dev_wheels, that means the .. _dev_wheels: label is defined twice, and the :ref: on the Getting Started page resolves to dev_wheels.in.html, where the wheel links still contain the unreplaced @OPEN3D_VERSION_FULL@ placeholder.

Description

Adds dev_wheels.in.rst and sycl.in.rst to exclude_patterns, the same way the other two configured templates are already excluded. Only the configured dev_wheels.rst and sycl.rst pages are built after this change.
