[fix.dirac.σ.D9+] preserve FASCIA while Workspace absorbs workbench

The new Workspace hierarchy is the product spine, but the canonical 1339 FASCIA remains its visual contract. Self-hosting the exact fonts and tokens prevents silent brand drift, while the registry coverage gate ensures the original workbench surfaces stay reachable through Design, Structures, and Runs instead of being replaced or lost.
