[docs.dirac.Ω.D9+] restore every Program command edge in the twin

WHY: The corrected AST extractor now expands the Program reference-command constant into 37 real view actions and 37 dependency edges with zero nulls. Regenerate the offline graph so architecture optimization sees the complete operational surface.
