Soften the Settings page env-var precedence footnote

The old wording — "Environment variables (SOLIS_*, SESSION_SECRET)
still take precedence over what's written here" — was developer-jargon
for a GUI-only client. Reworded so it just notes that same-named env
vars may override saved values on managed deployments, without
foregrounding env-var names a UI user wouldn't otherwise meet.
