Checkin shelveset

Hi.

I'd like to request the ability to check-in a shelveset (and add ***NO_CI*** to the comments).

This is different than the existing check-in feature because:

1. I want to check in just the shelveset and not any other changes that may exist in the workspace
2. I want the changeset to contain the comments, notes, and policy override reasons that already exist in the shelveset

Not 100% what this would look like. I can't add it, if I don't know.

It's sort of a Gated Build, or, from the old XAML builds options that offered Validate Shelveset & Checkin when succeeded.
