Automate running on Windows

Provide a way to automate running Joular Core on Windows.

• As a Windows service
• As a scheduled task on startup

I think the best way to turn Joular Core into a Windows service is to use WinSW, which does the job very well and is best supported by Windows Defender. It has almost the same features as systemd
