feat(routines): allocate stable scalar names

Add a pure internal stage that derives injective parameter and connector tokens from authored owner and coordinate IDs. Preserve detached frozen ABI payload and fail atomically on malformed or duplicate rows without defining Engine paths or persisted identifiers.
