feat(routines): allocate stable scalar names (#81)

Add a pure post-ABI stage that derives injective projection-scoped tokens from authored owner and coordinate IDs.

Preserve detached frozen ABI payload and fail atomically on malformed or duplicate rows without defining Engine paths, persisted identifiers, or source maps.
