feat(fpb): add fan-powered terminal family

Adds the PR09 fan-powered-terminal family foundation.

• adds FPB-0001 terminal fan proof-of-operation
• adds FPB-0002 primary airflow tracking with denominator-free cross-multiplication
• adds FPB-0003 coil-local hydronic reheat leakage detection
• adds the FPB point dictionary, subtype guidance, and operator playbook
• updates reciprocal AHU/VAV/FCU relationships and catalog counts

Local verification:

• full verifier: 131 rule packages, all scenarios passed
• registry lint: 131 rules OK
• SVG fitment: 132 SVGs clean
• book: 131 pages, 21 playbooks, 13 point dictionaries
• simharness unit tests: 6 passed

Thresholds remain explicitly site-commissioned where sources do not provide portable defaults. LBNL PFPU/SFPU data is cited as a future validation source; no empirical FPR/TPR claim is made in this slice.
