feat(routines): add Title 24 zero-offset high limit

Summary

• add the E3 Title 24 differential dry-bulb zero-offset routine for zones 1, 3, 5, and 11–16
• preserve the donor graph, structural oracle, reference traces, provenance, and Buildings attribution
• register the third AirEconomizerHighLimits specialization and update catalog count claims

Scope

The upstream source selects a direct TRet branch for this bucket. The donor fixture represents that path with an explicit AddParameter(p=0) identity block. This change does not modify the engine, donor or source pins, schema, coverage data, validators, or tests.
