Description

Adds a .github/CODEOWNERS file referencing @keras-team/core to automatically request reviews on pull requests.

Is this for awareness purposes or ownership?
I wish we could have some kind of round robin that assigns each PR to 1 or 2 people!

This started because I wanted to make sure I got added as a reviewer to any PR in this repo. Then I realized I was also picking 1-2 random people each time to do PR reviews for this repo and it'd be nicer to have reviewers auto-populated.

I wish we could have some kind of round robin that assigns each PR to 1 or 2 people!

I enabled it for the new Core team I created. Let me know if you'd change anything.

I think setting it to * @keras-team/core @jeffcarp means I will always be added + someone from Core. I'll monitor to verify that's how it works in practice.
