Add ability create blocking states

The blocking states allow to create more control and can be exposed at the ACCOUNT, BUNDLE or SUBSCRIPTION level. For instance here is the SUBSCRIPTION API.

For the write path, we can have a button on the account/bundle/subscription page. On clicking the button, we can show the following UI:

For the read path, the blocking states should be displayed on the Account Timeline screen (these are already being returned by the Get Account Timeline API). We will also need a new filter for the blocking states. See screenshot below:

We will also need to add the option "NONE" to the other filters (Bundle, Payment, Subscription, Billing) for the sake of consistency.

@sbrossie, quick question, so basically, we need to create a UI that allows adding blocking states, is that correct?

The original ticket was to expose the write path - i.e. ability to add blocking states at the account/bundle/subscription level. The question is whether we want to create another screen or add on top of what we have. I am leaning towards the latter:
• Write path: Instead of an overlay, we do a button on each account/bundle/subscription screen that leads to a dedicated form. Similar to the add credit button for example on account screen.
• Read path: Could we simply expose those on the Account Timeline screen - or does it already exist?

Regarding the read path, the blocking state is currently not shown in the account timeline. I believe this will require changes on the KB side to the Get Account Timeline API. If this is the path we want to take, I will do further analysis for this.
