[RFE] UI/UXD redesign and improvements

Once the UI is migrated to PatternFly 6 (see #270 and konveyor/tackle2-ui#2172), additional redesigns and improvements can be made to the UI.

Initial plans include:

• Creating a dashboard for the initial landing page instead of users landing on the application inventory by default
• Adding Quick Starts for the top 2 most common actions user perform
• Adding Guided Tours to show the common use patterns that span multiple pages

See #202 and konveyor/tackle2-ui#1932 for prior work on some quick starts / guides.

Details of what the dashboard, quick starts and guided tours will look like are being worked on with the UXD team.
