Segregate providers into their own repositories

This has been pending for a while now. Lately, with the new konflux deployments, having all providers hanging from the analyzer-lsp repo has also caused issues. The c-sharp provider is already in a separate repo, so we need to start thinking about segregating the rest of the providers into their own repositories.

Also, maybe we can do this in conjunction with the provider specific rule packaging changes.
