Tried to trace this before in the past but it looked like it needed a more detailed solution than I had time for. If you manually stop a bot, it will give the message "Detaching controllers on routine exit" twice in the log. The encounter bots stopping automatically only trigger it once. I believe it's triggering through both paths when manually stopped.
