Built windows version wheel

I did not deploy CI/CD, I just fixed compile errors on Visual Studio 2022 toolchain.

I built a wheel based on python3.12 and upload it as an attachment. pydelatin-0.3.0-cp312-cp312-win_amd64.whl.zip

Suggestion: You can bundle glm in this repo.

Thanks, a couple thoughts:

• All of src is directly vendored from https://github.com/fogleman/hmm. I'd rather not change any of it directly (it should really be a git submodule). In the worst case it should be edited with patch files
• I don't have access to a windows machine myself, and so I won't merge any windows support without CI on windows passing
