ci: rename the test workflow to ci.yml (#3141)

* ci: rename the test workflow to ci.yml

ci.yml is the most common name for a repository's main build-and-test
workflow, and it says what the file does. The workflow is now named
"CI" and the lint workflow "Checks", so pull request checks read
"CI / ubuntu-latest @ Go 1.27". The README status badge points at the
new file.

No ruleset requires these checks, so the rename doesn't affect merging.
Run history for the old file name stays in the Actions tab.

* ci: restore the Run Tests step name

The rename to ci.yml also renamed the test step; only the workflow is CI.
