Setup shouldn't try to download plugins when running from alternate directory

When `pluginDirs` is set in `config.yml` specifying an alternate location for plugins, running `lando setup` detects that the plugins are not in their usual location and downloads them.

This should respect pluginDirs and check there for the plugins.
