Purpose: Updates the PolyhedralRelaxations compat bound from v0.3.5 to v0.3.6. The v0.3.6 release updates PolyhedralRelaxations' ForwardDiff bound to a version compatible with the current MathOptInterface, which PMD needs in order to resolve alongside downstream packages that require the newer ForwardDiff/MOI.

Not breaking. This only changes a compat bound.

Changes: single-line change to [compat] in Project.toml, replacing PolyhedralRelaxations = "0.3.5" with PolyhedralRelaxations = "0.3.6". Plus a CHANGELOG.md entry. No source or test code is modified.

Testing: three tests fail locally: delta_gens.jl:44, en_opf_bounds.jl:6, en_opf_bounds.jl:50. I confirmed these fail identically on unmodified main in my environment (Windows, Julia 1.12), so they are pre-existing and not introduced by this change. The same three fail with both the old (0.3.5) and new (0.3.6) PolyhedralRelaxations. All other tests pass. The failures are solver termination-status assertions (ALMOST_LOCALLY_SOLVED vs LOCALLY_SOLVED, one LOCALLY_INFEASIBLE) and one tight current-magnitude isapprox, consistent with platform/solver sensitivity rather than a behavior change.
