split ossl crate to a separate repo?

I came across this ossl crate from an internal discussion about FIPS.

I think it's confusing to have such a potentially important crate be embedded into this larger project with a fundamentally different license, among other things.

My suggestion: move ossl to a separate git repo.

We'll probably get there at some point, but not right now.
