[Bug] Horizontal layout doesn't include the title bar height

When using any horizontal layout, the window on the bottom has its title bar hidden under the top application.

EDIT: This behavior is problematic because if the top window has a video running and I want to take notes or use the terminal in the bottom window, it will obstruct the video the height of the titlebar.
