- Pin all GitHub Actions to full commit SHAs (improves OSSF Scorecard Pinned-Dependencies)
- Add CodeQL workflow for Python SAST (improves OSSF Scorecard SAST score)
- Update scorecard.yml checkout to v6 SHA
_load() now returns empty list when data files are absent (same as _load_optional), preventing FileNotFoundError in CI where runtime data/tickets/indexed/ files are gitignored.
