Add paths-ignore for README, LICENSE, .gitignore, donate.png and docs/ to the pull_request trigger only, since the release needs a successful run for every commit on main. Cancel the previous run when a pull request is pushed again; other events get their own concurrency group so they are never cancelled. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

The build workflows only ran after the merge, so an edit to them was first tried on main. Run them on pull requests that change their own inputs: build-windows.yml and build-macos.yml for their own file, build-deb.yml also for debian/, docker/ and Dockerfile.linux. Like Tests they cancel a superseded run, and a pull request never saves the ccache. Tests no longer runs for pull requests that only touch workflows it does not run (build-*.yml, codacy.yml, release.yml). Cap the Linux test job at 120 minutes, the longest run so far took 82.
