coreboot Makefile helper: make sure real.remove_canary_files-extract_patch_rebuild_what_changed helper deletes coreboot .patched files so that a rebuild will patch coreboot if needed

coreboot patches: remove lib/jpeg patches for heap increase and alloc failure. Add https://review.coreboot.org/c/coreboot/+/83895
