Deferred from #7287; depends on #7285 and the standalone Sarvam transport fix in #7990. Enables non-terminal flushing for Deepgram Nova/Flux, AssemblyAI, Soniox, Cartesia legacy, Speechmatics external mode, and Sarvam manual modes. Keep separate until these providers need framework-driven commits.
