Add HLS_FMP4_PROTOCOL to SegmentedFileProtocol (#1828)

* Add HLS_FMP4_PROTOCOL to SegmentedFileProtocol Lets a segmented file output ask for fragmented MP4 segments instead of MPEG-TS ones.
