ci: rename published images to runner-example-<name> - #19

The image published by images.yml goes from <namespace>/sample-<name> to <namespace>/runner-example-<name>. These are example runners; production runners will publish as runner-<name>, so "example" is the only marker separating a sample from a real runner. Also updates the workflow name, header, and OCI labels to match.
