chore(version): 3.0.1.0 → 3.1.0.0 — the multi-tenant + tested milestone

Marks the release that turned augment-it from a single-user tool into a
multi-tenant, test-covered product. Major-digit bump reflects the span
since v3.0.1.0 (2026-06-05, ~281 commits): the SurrealDB canonical layer,
the Augment-from-DB flow, multi-tenant workspace auth, and the first
comprehensive test suite. Tagged v3.1.0.0.
