Adds TierOnePrep to Articles - Introduction / Interviews. It runs system design questions as a four-phase interview simulation rather than an article to read: the vague opening brief, the clarifying questions you are expected to ask before designing, the architecture with capacity arithmetic, and the follow-up grilling. There is also a free back-of-the-envelope calculator that shows the formula behind every number. **Disclosure: I built this.** I am an SRE and I would rather say so than have you work it out. It is labelled Partially Paid because that is accurate - twenty questions, the calculators, the quizzes and the concept library are fully unlocked with no account, and the rest of the bank is paid. Happy to reword the label or the description, or to have this closed if a self-submitted entry is not something you want. Checked against contributing.md: - one pull request, one suggestion - added to the bottom of the relevant category - searched for duplicates first - format is `[Name](link) - Comment.` with a capital letter, no leading article and a full stop - no trailing whitespace
