docs(cp-003): battery power publishes on SWI68, the urban drive is still missing
The 2026-10-03 bundles labelled urban-accel-regen were exported parked,
18 s after start: no drive in them, so the urban row stays not tested.
They do show batteryPowerKw publishing through the vendor pack fallback,
+0.25 to +0.27 kW at rest, median update 2140 ms.

**What the 2026-10-03 evidence adds.** Two bundles labelled `urban-accel-regen`, both exported about 20 s after the app started, parked, HVAC off, 17 samples each, adapter odometer 23138 km unchanged and every `saic_*_since_start` counter at 0. No drive is in them; the urban scenario stays `not tested`. They do give the one thing the 2026-09-04 set lacked: `batteryPowerKw` now publishes on SWI68 through the vendor pack fallback, at a parked baseline of +0,25 to +0,27 kW. `IVehicleChargingService` answers in the same bundle (pack 386,25 V, `getChargingCurrent=4`, `getElecCsumpPerKm=82.3` with its validity flag set); the units of the last two are unknown, and neither matches the pack power nor the 110 Wh/km net the recorded trips average.
