feat(telemetry): probe the vendor charge status, plug and energy properties

BMS_CHRG_STS, the AC and DC plug states and the kWh counter that resets
at plug-in, read raw into the telemetry evidence as candidate.vendor*.
The ids come from MG4Control's SWI133 readings; whether this app may read
them on SWI68, and what they say there, is what the capture is for.
