chore(evhardware): track master b4767da, charge-limit write held back

EVHardware marks SET_CHARGE_LIMIT writeProven = false: SWI68 reads the
limit back as 5, a code, while the write sends a percent. The diagnostic
test now uses SET_CHARGING_ENABLED for the vendor-service binding check
and pins the limit as WRITE_UNPROVEN.
