chore(release): prepare EVTasker 2.10.0

Minor rather than patch: one radio action where there were two, a confirmation
that can read silence as a yes, a condition for the radio's own state, and the
published catalogue. Rules naming SELECT_RADIO_BAND are migrated on load.
