Without CLAUDE_CODE_ENABLE_TELEMETRY=1, it won't export anything, right?

Yes, but CLAUDE_CODE_ENABLE_TELEMETRY=1 is already set org-wide through the server-managed settings, see ~/.claude/remote-settings.json.
