Krew plugin manifest and install flow

Current Behavior

There is no Krew manifest. Users cannot install the plugin with kubectl krew.

Desired Behavior

Add a Krew manifest file under a /krew/ directory. Include platforms, archive layout, and SHA fields. Document kubectl krew install steps in the README. Confirm binary naming and command path follow Krew rules
