Build with uv instead of hatchling, bump ruff minimum to 0.16 (#1008)

Python 3.10 remains the oldest currently-supported CPython release
(EOL 2026-10-31), so requires-python already reflects that minimum.
Ruff 0.16.3 and ty 0.0.73 already pass cleanly on the codebase, so no
lint/type fixes were needed beyond the version bump.
