Mycel is a declarative microservice runtime: instead of writing application code you write HCL configuration describing what connects to what, and one binary interprets it and runs the service — the way nginx runs a web server from a config file.

It sits naturally alongside Dapr and Spin in this section: a runtime rather than a library, speaking standard protocols in and out (REST, GraphQL with Federation v2, gRPC, SOAP, RabbitMQ/Kafka/Redis, MQTT, WebSocket, CDC, databases, S3/files), with retries, circuit breakers, distributed locks, sagas, OpenTelemetry tracing and Prometheus metrics configured rather than coded.

Guidelines checked: single suggestion in its own PR, [Name](link) - Description. format, name not repeated in the description, inserted alphabetically between Moleculer and Open Liberty in Frameworks / Runtimes, title capitalized, link returns 200.
